Staff were frustrated by the inability of a key individual of limited experience of leading a major department, one with offices in three locations, to bring order to the organisation, job descriptions and specified areas of responsibility. This individual neither communicated with nor engaged the staff. There were also shortcomings in control and monitoring. The consultant replaced the key individual, reorganised, introduced clear areas of responsibility and initiated regular results reports at the departmental level and budget monitoring at lower levels. In addition, a major cost-cutting programme in the region of SEK 150 million was implemented and the consultant terminated a number of inefficient work processes.
A functioning and “happier” department. Instead of a feared budget deficit of SEK 300 million, the result was a deficit of approximately SEK 30 million, much to the satisfaction of both the General Director and the Ministry of Enterprise and Innovation.
